Try skipping the primer and using a cream shadow as a base instead. Maybelline Color Tattoo has amazing staying power, and works perfectly as a base under eyeshadows. Its also really inexpensive and you get a ton of product. Apply it to the lids with your finger, blend out with a fluffy brush and apply shadow!
